(11) And had We appointed him an angel, We indeed would have made him a man, and We would have certainly confused them in which they are already confused (i.e. the message of Prophet Muhammad صلى الله عليه وسلم).

(12) It is only those who listen (to the message of Prophet Muhammad صلى الله عليه وسلم), will respond (benefit from it), but as for the dead (i.e. disbelievers), Allah will raise them up, then to Him they will be returned (for their recompense).

(13) But those who reject Our Ayat (proofs, evidence, verses, lessons, signs, revelations, etc.), the torment will touch them for their disbelief (and for their belying the message of Muhammad صلى الله عليه وسلم). [Tafsir Al-Qurtubi].

(14) And when there comes to them a sign (from Allah) they say: "We shall not believe until we receive the like of that which the Messengers of Allah had received." Allah knows best with whom to place His message. Humiliation and disgrace from Allah and a severe torment will overtake the criminals (polytheists, sinners) for that which they used to plot.

(15) "I convey unto you the messages of my Lord and give sincere advice to you. And I know from Allah what you know not.

(16) "I convey unto you the messages of my Lord, and I am a trustworthy adviser (or well-wisher) for you.

(17) Then he [Salih] turned from them, and said: "O my people! I have indeed conveyed to you the message of my Lord, and have given you good advice but you like not good advisers."

(18) Then he (Shu'aib) turned from them and said: "O my people! I have indeed conveyed my Lord's messages unto you and I have given you good advice. Then how can I sorrow for the disbelieving people's (destruction)."

(19) (Allah) said: "O Musa (Moses) I have chosen you above men by My messages, and by My speaking (to you). So hold that which I have given you and be of the grateful."

(20) Do they not look in the dominion of the heavens and the earth and all things that Allah has created; and that it may be that the end of their lives is near. In what message after this will they then believe?
