(11) They ask your legal instruction concerning women, say: Allah instructs you about them, and about what is recited unto you in the Book concerning the orphan girls whom you give not the prescribed portions (as regards Mahr and inheritance) and yet whom you desire to marry, and (concerning) the children who are weak and oppressed, and that you stand firm for justice to orphans. And whatever good you do, Allah is Ever All-Aware of it.
(12) And (O Muhammad صلى الله عليه وسلم) recite to them (the Jews) the story of the two sons of Adam (Habil and Qabil-Abel and Cain) in truth; when each offered a sacrifice (to Allah), it was accepted from the one but not from the other. The latter said to the former: "I will surely kill you. " The former said: "Verily, Allah accepts only from those who are Al-Muttaqun (the pious - See V.2:2)."
(13) Say (O Muhammad صلى الله عليه وسلم): "Come, I will recite what your Lord has prohibited you from: Join not anything in worship with Him; be good and dutiful to your parents; kill not your children because of poverty - We provide sustenance for you and for them; come not near to Al-Fawahish (shameful sins, illegal sexual intercourse) whether committed openly or secretly; and kill not anyone whom Allah has forbidden, except for a just cause (according to Islamic law). This He has commanded you that you may understand.
(14) And recite (O Muhammad صلى الله عليه وسلم) to them the story of him to whom We gave Our Ayat (proofs, evidence, verses, lessons, signs, revelations, etc.), but he threw them away; so Shaitan (Satan) followed him up, and he became of those who went astray.
(15) So, when the Qur'an is recited, listen to it, and be silent that you may receive mercy. [i.e. during the compulsory congregational prayers when the Imam (of a mosque) is leading the prayer (except Surat Al-Fatihah), and also when he is delivering the Friday-prayer Khutbah]. (Tafsir At-Tabari).
(16) The believers are only those who, when Allah is mentioned, feel a fear in their hearts and when His Verses (this Qur'an) are recited unto them, they (i.e. the Verses) increase their Faith; and they put their trust in their Lord (Alone);
(17) And when Our Verses (of the Qur'an) are recited to them, they say: "We have heard (the Qur'an); if we wish we can say the like of this. This is nothing but the tales of the ancients."
(18) And when Our clear Verses are recited unto them, those who hope not for their meeting with Us, say: "Bring us a Qur'an other than this, or change it." Say (O Muhammad صلى الله عليه وسلم): "It is not for me to change it on my own accord; I only follow that which is revealed unto me. Verily, I fear the torment of the Great Day (i.e. the Day of Resurrection) if I were to disobey my Lord."
(19) Say (O Muhammad صلى الله عليه وسلم): "If Allah had so willed, I should not have recited it to you nor would He have made it known to you. Verily, I have stayed amongst you a life time before this. Have you then no sense?"
(20) Neither you (O Muhammad صلى الله عليه وسلم) do any deed nor recite any portion of the Qur'an, - nor you (mankind) do any deed (good or evil) but We are Witness thereof, when you are doing it. And nothing is hidden from your Lord (so much as) the weight of an atom (or small ant) on the earth or in the heaven. Not what is less than that or what is greater than that but is (written) in a Clear Record. (Tafsir At-Tabari).
