The word(s) "whomsoever" appears 22 time(s) in 20 verse(s) in Quran in Mohsin Khan translation.

(1) O Messenger (Muhammad صلى الله عليه وسلم)! Let not those who hurry to fall into disbelief grieve you, of such who say: "We believe" with their mouths but their hearts have no faith. And of the Jews are men who listen much and eagerly to lies - listen to others who have not come to you. They change the words from their places; they say, "If you are given this, take it, but if you are not given this, then beware!" And whomsoever Allah wants to put in Al-Fitnah [error, because of his rejecting of Faith], you can do nothing for him against Allah. Those are the ones whose hearts Allah does not want to purify (from disbelief and hypocrisy); for them there is a disgrace in this world, and in the Hereafter a great torment.
(2) Say (O Muhammad صلى الله عليه وسلم): "What thing is the most great in witness?" Say: "Allah (the Most Great!) is Witness between me and you; this Qur'an has been revealed to me that I may therewith warn you and whomsoever it may reach. Can you verily bear witness that besides Allah there are other alihah (gods)?" Say "I bear no (such) witness!" Say: "But in truth He (Allah) is the only one Ilah (God). And truly I am innocent of what you join in worship with Him."
(3) This is the Guidance of Allah with which He guides whomsoever He wills of His slaves. But if they had joined in worship others with Allah, all that they used to do would have been of no benefit to them.
(4) And whomsoever Allah wills to guide, He opens his breast to Islam; and whomsoever He wills to send astray, He makes his breast closed and constricted, as if he is climbing up to the sky. Thus Allah puts the wrath on those who believe not.
(5) whomsoever Allah guides, he is the guided one, and whomsoever He sends astray,- then those! they are the losers.
(6) whomsoever Allah sends astray, none can guide him; and He lets them wander blindly in their transgressions.
(7) Or do they say: "He (Muhammad صلى الله عليه وسلم) has forged it?" Say: "Bring then a Surah (chapter) like unto it, and call upon whomsoever you can besides Allah, if you are truthful!"
(8) And if Allah touches you with harm, there is none who can remove it but He, and if He intends any good for you, there is none who can repel His Favour which He causes it to reach whomsoever of His slaves He wills. And He is the Oft-Forgiving, the Most Merciful.
(9) Or they say, "He (Prophet Muhammad صلى الله عليه و سلم) forged it (the Qur'an)." Say: "Bring you then ten forged Surahs (chapters) like unto it, and call whomsoever you can, other than Allah (to your help), if you speak the truth!"
(10) (They were reprieved) until, when the Messengers gave up hope and thought that they were denied (by their people), then came to them Our Help, and whomsoever We willed were rescued. And Our punishment cannot be warded off from the people who are Mujrimun (criminals, sinners, disbelievers, polytheists).
