(21) In pride (they - Quraish pagans and polytheists of Makkah used to feel proud that they are the dwellers of Makkah sanctuary - Haram), talking evil about it (the Qur'an) by night.

(22) Verily, the Muslims (those who submit to Allah in Islam) men and women, the believers men and women (who believe in Islamic Monotheism), the men and the women who are obedient (to Allah), the men and women who are truthful (in their speech and deeds), the men and the women who are patient (in performing all the duties which Allah has ordered and in abstaining from all that Allah has forbidden), the men and the women who are humble (before their Lord - Allah), the men and the women who give Sadaqat (i.e. Zakat, and alms), the men and the women who observe Saum (fast) (the obligatory fasting during the month of ramadan, and the optional Nawafil fasting), the men and the women who guard their chastity (from illegal sexual acts) and the men and the women who remember Allah much with their hearts and tongues Allah has prepared for them forgiveness and a great reward (i.e. Paradise).

(23) And We ransomed him with a great sacrifice (i.e. كبش - a ram);

(24) We sent it (this Qur'an) down on a blessed night [(i.e. night of Al-Qadr, Surah No. 97) in the month of ramadan - the 9th month of the Islamic calendar]. Verily, We are ever warning [mankind that Our Torment will reach those who disbelieve in Our Oneness of Lordship and in Our Oneness of worship].

(25) They are the ones who disbelieved (in the Oneness of Allah - Islamic Monotheism) and hindered you from Al-Masjid-al-Haram (at Makkah) and detained the sacrificial animals from reaching their place of sacrifice. Had there not been believing men and believing women whom you did not know, that you may kill them and on whose account a sin would have been committed by you without (your) knowledge, that Allah might bring into His Mercy whom He wills - if they (the believers and the disbelievers) had been apart, We verily would have punished those of them who disbelieved with painful torment.

(26) Indeed Allah shall fulfil the true vision which He showed to His Messenger (صلى الله عليه وسلم) [i.e. the Prophet صلى الله عليه وسلم saw a dream that he has entered Makkah along with his Companions, having their (head) hair shaved and cut short] in very truth. Certainly, you shall enter Al-Masjid-al-Haram, if Allah wills, secure, (some) having your heads shaved, and (some) having your head hair cut short, having no fear. He knew what you knew not, and He granted besides that a near victory.

(27) (Saying): "We are indeed Mughramun (i.e. ruined or have lost the money without any profit, or are punished by the loss of all that we spend for cultivation)! (Tafsir Al-Qurtubi)

(28) Kiraman (Honourable) Katibin writing down (your deeds),

(29) Of Iram (who were very tall) like (lofty) pillars,

(30) Have you (O Muhammad صلى الله عليه وسلم) not seen how your Lord dealt with the owners of the Elephant? [The Elephant army which came from Yemen under the command of Abrahah Al-Ashram intending to destroy the Ka'bah at Makkah].
